Target = phonemic-with-tone from Thai orthography; 'g2p' underspecifies
(RTGS romanization is loosely g2p too). Fixture + catalogue follow.
Phase 2 (document-then-rename the legacy 33) tracked as a WO — blanket
renaming without documented targets would fabricate.
