ci: release gate runs the gem's own specs (SKIP_JS/SKIP_PYTHON) (#813)

The JS/Python compiler execution specs read the monorepo's sibling
js/test-compiler assets, which a standalone checkout does not have;
that coverage stays on rake.yml's push matrix. All 212 release-run
failures were those two compiler families.
