Subject: [PATCH] release: v3.0.0 - 404 systems, corpus zero known failures

92 commits since v2.5.2: the corpus grows 318 -> 404 systems (ALA-LC
batches, DIN 1460-2 columns, PD 6505 + Table VIII, BS 2979, DIN
31635/32708, ICS Annex D, ICAO Amd-1 alignment, UNGEGN repairs, ISO 9
completion, un-ben conjunct fix), embedded tests 11,048/11,048, and
the invertibility ledger verdicts across the catalogue. Major bump per
the owner's release decision.
