Broken link in wiki: "test manually"

Confirmed — the "test manually" link on https://github.com/microsoft/vscode-python/wiki/Testing points to
https://github.com/microsoft/vscode-python/blob/main/.github/test_plan.md, which returns 404.

Cause: test_plan.md was intentionally deleted from the repo in PR #19690 ("Delete test_plan.md", commit bf9df04, Aug 17 2022), but the wiki page was never updated to remove/replace the link.

Workarounds while it's unfixed:
