GitHub doesn't send
createdfor publishing releases that were once a draft. On the other hand,publishedsends on both direct and drafted-then-published releases, which is the more obvious expected behaviour.Code:
Change the workflow trigger.

To verify you could fork the repo, edit the workflow steps to run successfully and then test publishing a release directly and then from a draft.
