feat(dashboard): add model settings shortcuts and access control section

Configuration profiles currently place administrator IDs and the session whitelist under Platform, and editing a selected model requires leaving the profile editor. This PR adds model settings shortcuts and a dedicated Access Control section.

• Add a settings gear beside explicitly selected models and in model/fallback menus, reusing the existing model settings dialog. Saving edits immediately affects all profiles referencing that model, without changing the selection or fallback order.
• Define the section grouping in backend configuration metadata and synchronize all four dashboard locales. Default configuration values remain unchanged.
• Order sections as AI → Platforms & Messages → Access Control → Plugin → Extensions and remove the configuration suffix from section labels.
• Update whitelist log guidance, administrator hints, computer-tool permission prompts, Neo startup guidance, bilingual documentation, screenshots, and the changelog. The /sid command remains unchanged.

This narrows the previous implementation to the changes above. The broader configuration layout redesign and sidebar customization changes are excluded from the final diff. The branch is based on current master and contains only the scoped implementation and documentation follow-up.

Validation: ruff format ., ruff check ., six smoke tests, dashboard production build, documentation build, bash -n scripts/start-with-neo.sh, and git diff --check passed. The model dialog was checked for opening, saving the intended model, and preserving profile selection. Ruff, script syntax, and the documentation build were rerun after the final prompt and documentation audit.
