Add Zip317Dimensions, an opt-in estimator for the ZIP-317 conventionalfee, alongside Dimensions/ZcashDimensions. ZIP-317 prices transparent inputs and outputs by serialized size and Ironwood actions by count, not by bitcoin weight, so fee-rate × vsize misprices shielded transactions. It does not change Dimensions, virtualSize, or any transparent-only fee path.
