Points the runner at memtrack v1.6.0, which adds allocation stack capture for memory flamegraphs and faster event stream serialization for large memory benchmarks.

Hash verified against the published installer with GITHUB_ACTIONS=true cargo test all_pinned.

Refs COD-3675, which stays open for the runner v5.4.0 release this unblocks.
