Adds dotnet-platform-specific/DesktopUiFrameworks, a new folder for the new article "WPF vs WinForms vs WinUI vs Avalonia vs MAUI".

One shared ViewModel drives a classic WinForms form, a data-bound WinForms form, a WPF window and an Avalonia window, so the article can compare the same small app across frameworks. The WinForms and WPF projects set EnableWindowsTargeting so the solution builds on Linux; the tests cover the ViewModel and the Avalonia window through Avalonia.Headless.

  • dotnet test runs the five tests.
  • The README lists the commands the article uses.

The article is not published yet. This PR stays open until the article goes live.

One temperature converter ViewModel (Converter.Core, net10.0) behind a WinForms
form (classic event handlers and a bound form with a button command), a WPF
window and an Avalonia 12.1.3 window, plus ViewModel tests and a headless
Avalonia window test (xUnit v3, Avalonia.Headless). WinForms and WPF set
EnableWindowsTargeting so the solution builds on Linux.
