Drop the #900 dateline and high-Dec tiles from the DR6 r tile list - #969

tiles_r.txt now lists the 22,901 tiles that enter the shape catalogue. The 213 removed tiles are recorded with their reasons in tiles_r_excluded.txt: 32 RA=360 wrap duplicates (list from Mike Hudson) and 181 tiles at Dec >= 82.5 whose MegaPipe image doesn't cover the tile. auxdir/CFIS/tiles_202604/tiles_r.txtis the default tile source for data runs (init_run_v2.0.py). It now lists the 22,901 tiles that enter the DR6 shape catalogue, down from 23,114. The 213 removed tiles are recorded, each with its reason, in the newtiles_r_excluded.txt:None of the 213 had been processed in the DR6 production on Nibi. The production feeder already skips them.
