Use uv.lock for CI dependencies; modernise Renovate config - #216

- Track uv.lock and install test dependencies from it in CI via setup-uv and `uv sync --locked`. - Set exclude-newer = "7 days" at project level so the lock doesn't depend on user-level uv config, and align Renovate's minimumReleaseAge with it. - Add the uv-lock pre-commit hook (skipped on pre-commit.ci). - Modernise Renovate config to match python-zocalo: config:recommended, monthly lock file maintenance, group GitHub Actions and non-major dev dependency updates; drop the unused pip_requirements grouping.
