Update the embedded Python and Node.js runtimes to pull in critical security releases addressing multiple CVE vulnerabilities and bring backend dependencies up to date.

  • Python 32-bit embeddable runtime is upgraded from 3.12.9 to 3.15.1, incorporating upstream security patches and CVE bug fixes in Python core and bundled OpenSSL/libcrypto libraries. Its dependency tornado is updated to 6.6 with site loading properly enabled.
  • Node.js runtime is upgraded to v22.23.4 (Node.js 22 LTS security release) to address upstream CVE vulnerabilities. While newer major versions such as Node.js 24 exist, Node.js officially dropped 32-bit Windows (win-x86) support starting with Node.js 23. Because PIMELauncher and PIME backend services are deliberately kept 32-bit (x86) to maximize compatibility across all Windows environments, Node.js 22 LTS is the latest release line providing 32-bit Windows binaries with security fixes.
  • Update the update-runtimes skill script and runbook to reflect the new default versions and prevent package.json modifications during dependency installation.

Upstream EasyIME#984 moved the shipped interpreters to Python 3.15.1 and Node
22.23.4; `verification.md` still named 3.12.9 and v22.14.0, so the version a
reader compares against a failure was wrong. Confirmed with
`wine python/python3/python.exe -c "import sys; print(sys.version)"` and the
`v22.23.4` string in `node/node.exe`.
