This pull request introduces a new utility for synchronizing the Public Suffix List (PSL) private domains with BigQuery and integrates it into the
crawl_completeAirflow DAG. The main goal is to ensure that the latest private domain rules from the PSL are regularly loaded into BigQuery for downstream use. The changes also update the DAG workflow to include this new synchronization step and declare the corresponding BigQuery table.
