Work in progress: layer 7 of the seven-PR alternative to #3309.
Remove obsolete HEAD configuration and branch-based maintenance automation after their replacements are available. Keep explicitly supported historical-source compatibility and document rollout prerequisites.
Local tooling tests and full pre-commit pass. Ordinary CI is being validated; release/nightly cutover and hosted reuse rehearsals are deferred.
