Background

Tentacle is moving to .NET 10, so Halibut no longer needs to target net8.0.

Results

Refs LEV-1903

  • Retarget the Halibut library net8.0 -> net10.0 (net48 retained on Windows).
  • Restore CompileDotNet to build the whole solution for net10.0.

This effectively reverts #728, which was a fix to build Halibut in .NET 8 after it was upgraded to .NET 10.

Pre-requisites

  • I have read How we use GitHub Issues for help deciding when and where it's appropriate to make an issue.
  • I have considered informing or consulting the right people, according to the ownership map.
  • I have considered appropriate testing for my change.

Tentacle is moving to .NET 10, so Halibut no longer needs to target net8.0.

- Retarget the Halibut library net8.0 -> net10.0 (net48 retained on Windows).
  This reverts #728.
- Restore CompileDotNet to build the whole solution for net10.0.
- Drop System.IO.FileSystem.AccessControl and limit Microsoft.Bcl.AsyncInterfaces
  to net48; both are in-box on net10.0.

…Control references

Keep this PR an exact revert of #728; trimming in-box package references
can be done separately.
