Closes #1970.
Restore required claims evidence checks after the monorepo CI migration. Unit shards retain complete current-run JUnit, the existing required gate rejects missing reports and checks the full registry, and the critical lane checks its browser report. Restore the two supported backing files to PR runs and clarify that the generated report records file-level rules rather than a passing CI run.
Validation: 62 targeted root tests and 41 Flow tests pass on gated WSL, including both restored synthetic-app benchmark files. Targeted Ruff checks pass. The locked claims environment installs only PyYAML 6.0.3. Validator code is unchanged apart from report text; generated verification JSON is byte-identical.
The normal GitHub artifact transfer and full CI run remain to be checked. Public documentation text requires founder approval before merge; cross-vendor review is required.
The first hosted dispatch exposed a WPF fixture that returned without proving its physical target hit the owned row. Startup now checks each target's geometry and UIA hit ancestry within the existing deadline, with bounded diagnostics. The six census test bodies and runtime code are unchanged. All 92 startup/census controls pass on gated WSL; the changed-head hosted Windows job passes all three real WPF cases (64 passed overall, with three macOS-only cases skipped). The original failed run is retained separately. Unit-shard artifact aggregation is still pending.
