DINO-1146: update the PR template and current authors - #1056
Updated the pull request checklist to cover self-review, AI comments, CI status, database changes, and development QA. Staging QA can now include an explanation when staging could not be checked.
Updated the README to list Angela Yu and Tahmid Ahmed as co-leads alongside Nancy Huang, and to identify Arshadul Monir as the previous lead developer.
The pull request updates the review checklist and staging prompt in the pull request template. It also changes current and previous team listings in the README.
