If a full scan remains necessary, move it to a bounded background queue.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Do not report that the workspace has no members.
users contains only users with represent_alliance. If the workspace has members but no eligible representatives, this branch displays an incorrect message and hides the search interface.
Render the search interface regardless of users.length. Let filteredUsers display the existing empty state and allow searches to show disabled members.

Propagate workspaceMember.upsert failures before setting the login throttle.
checkSpecificUser connects the role before prisma.workspaceMember.upsert. The catch logs a rejected upsert and resolves, so checkUserRolesOnLogin writes roles:newsync:${userID} for one hour. The role can exist without its workspace membership, and the login flow will not retry during that hour.

Make the per-user role-sync throttle atomic.
createSession schedules checkUserRolesOnLogin asynchronously. Two callbacks can both observe a missing throttleKey before either reaches the later cache.set, so both enter checkSpecificUser. Each scan then performs Roblox rank requests for every workspace, rank upserts, and may repeat role and workspace-member mutations. This can materially amplify login-triggered database and external-service load.
Add an atomic per-user lease with a TTL and owner token. Return when another request holds the lease. Release the lease in finally only when its owner token still matches. Write the one-hour completion marker only after synchronization succeeds, before releasing the lease. CacheProvider currently exposes no atomic lease operation, so add that capability to the abstraction and both providers.

Thank you for contributing to Orbit!
Before submitting, please make sure you have read the Contributing Guide.
Description
This PR bundles several UI/UX and permission improvements across Orbit:
1. Automatic role sync on login
utils/session.ts:createSessionnow triggers a background role sync (via setImmediate + dynamic import to avoid the circular dependency with permissionsManager) for every login.utils/permissionsManager.ts:checkUserRolesOnLogin, throttled to once per hour per user via the cache, with stale cache invalidation (user:workspaces:*, user::workspaces, user::profile, login:user:) after a sync.checkSpecificUsernow upserts aworkspaceMemberrecord when it grants a role, so newly-granted workspaces actually appear in the membership-based workspace list on the home page.2. Policies page redesign
pages/workspace/[id]/policies.tsxandcomponents/UserPolicyDashboard.tsxnow use the shared docs-style shell (DocsPageShell, DocsPageHeader, DocsPanel, DocsEmptyState, docsPanelShadow) so the page matches the look ofpages/workspace/[id]/docs.tsx. Stat cards, policy cards, compliance report, and create/edit wizards were all converted.3. Setup page + Help menu improvements
pages/welcome.tsx:docs.planetaryapp.us(was .cloud).components/HelpFloatingButton.tsx: the changelog dialog now parses each entry into color-coded category tags (Added, Fixed, Updated, Removed, Remade, Changed, Switched, Reverted, Improved) instead of a flat markdown bullet list.4. Alliance representative search
pages/workspace/[id]/alliances/index.tsx: the "Create alliance" dialog now has a searchable, 20-result-limited rep picker. Workspace members who match the search but lack the represent_alliance permission are shown greyed out with a disabled checkbox and a "Can't rep" badge.pages/api/workspace/[id]/allies/rep-search.ts(new): permission-guarded (create_alliances) endpoint that searches workspace members by name and returns { userid, username, thumbnail, canRep }, limited to 20 results. This avoids loading the entire member list into the page payload.Related Issues
