MediaWiki core cut its REL1_47 branch. Add it to the PHPUnit matrix on PHP 8.5, following the one-PHP-version-per-release progression, and keep the master row. Mark it experimental like REL1_46: scssphp v1.x triggers PHP 8.4+ deprecations that the PHPUnit runner turns into test errors, so the row cannot pass until the scssphp 2.x migration lands. MediaWiki core cut its REL1_47 branch, so this adds a REL1_47 row on PHP 8.5 to the PHPUnit matrix and keeps the master row. Like REL1_46, the row is experimental: scssphp 1.x triggers PHP 8.4+ deprecations that fail the tests until #31 lands.
