Plans whose operators have no executor kernel (KMV, IRate) count as valid in Stage 2/3 #701

Problem

The corpus sweep (PR #699) found that Stage 2 and Stage 3 count plans as valid when the executor has no kernel for one of their operators, for example a KMV distinct count (#697) or an IRate exact accumulator. Such a plan can be selected and then fails at bind time.

To do

  • Check executor capabilities (kernel availability per family and accumulator) before a candidate counts as valid. Prune it with a reason instead.
  • Coordinate with G9 (deployment capabilities on PlanningModels, rejection with a reason in Stage 3). The capability set the runtime exports should list kernel availability, so this becomes one case of that check.
