Brings in #828 (the base, merged with later review changes), #860 and the rest of main. Planner files, experiment_utils/config.py and test_prebuilt_controller_output.py take main's versions (this branch never changed them). experiment_run_e2e.py takes main's copy_prebuilt_controller_output call. main_prometheus_client.py keeps both align_to_interval and main's simulated_start_time, refusing a group that sets both.
