Declaration tooling still requires TypeScript 6's JavaScript compiler API, and its
Volar dependencies declare a TypeScript `<7` peer requirement. Keep TypeScript 6
until that toolchain supports TypeScript 7 without invalid peer dependencies.

Vitest's global mock clearing is disabled because concurrent tests own independent
mocks. React test fixtures intentionally expose hook results to assertions, so
`react/globals` and `react/immutability` are disabled only for `.test.tsx` files;
production React code retains both rules.
