Bump to Espressif's ESP-IDF 6.1 - #11513

Point esp-idf at adafruit/esp-idf circuitpython-v6.1 (upstream v6.1 plus CircuitPython patches) and follow the 6.1 component moves: systimer, heap and P4 ROM linker scripts, esp_hal_systimer and esp_hal_regi2c, the mbedtls 4.1 library split, and the BLE library lookup. ESP-IDF 6.1's WiFi libraries grew the C5 image past its 2MB partition in five translations (ru was 2448 bytes over). Use the CIRCUITPY_ULAB_OPTIMIZE_SIZE function-pointer dispatch from adafruit#11403. Co-Authored-By: Claude Opus 5.5 (1M context) <[email protected]>
- Remove the leftover second line of the old ULP comment in the S2/S3 defaults. - IDF libmbedtls.a is now always linked, so drop mbedtls from the WiFi component list. - Shorten the BLE lib lookup and C5 ulab comments. Co-Authored-By: Claude Opus 5.5 (1M context) <[email protected]>

ESP32 boards now build with ESP-IDF 6.1 instead of 6.0.1.
Why
6.1 includes Espressif's fix for SD cards failing when reopened, which #11500 was patching by hand.
