feat: agentsync optimize --apply writes suggested model and effort - #21

Writes each suggested change into the agent's real file (a linked agent's canonical file; the link stays a link), editing only the model: and effort: lines byte-for-byte. Refuses a file changed since it was read, foreign links, dereferenced copies, read-only files and frontmatter it cannot edit safely. Reports how many projects link each written file and reminds that the canonical repo is not committed.
