test: cover reconcile's apply-time rechecks - #32

Every recheck that guards a delete or rewrite in reconcile Apply now has a test that fails when the guard is removed: the drop commit gate, prune with no record or a re-pointed/outside link, adopt/decline/rekey/repoint rechecks, and a ReplaceLink failure. Raises the internal/reconcile floor 84.3 -> 91.3. Closes #25
