vm deployement failing on apache cloud statck 4.20.2 #13801

problem
The long description of your apache cloud stack version: 4.20.2.0
OS : redhat 8.10
Hypervisor: KVM
two hosts in a cluster and below is the CPU configuration
CPU: 2 * AMD EPYC 7C13 64-Core Processor
we have created a apache cloud stack on 4.20.2.0 and when we are creating a new vm with unconstrained offering its failing with below error

we have not faced such kind of issues in past and we are running more than 10 apache cloud stack instance with same setup. we are facing this issue on this new deployment where vm deployment is failing with below error
