Delete docker/patches/health.py, an unused stale copy of the health handler #45

docker/patches/health.py is an older copy of NodeNormHealthHandler ("Patched version to handle missing metadata gracefully") that hard-codes Babel version 1.9 and links to a release-notes URL that no longer exists. Nothing references it: the Dockerfile installs the package from a fresh git clone and copies only configuration/, so the patch is never applied. The real handler has since gained the behaviour the patch was for (#33, #37).

It should be deleted so nobody reads it as the deployed code.
