Check open Dependabot alerts only on scheduled or manual runs, and skip Landing when none are open. Keep ordinary Main completions skipped and preserve failed dependency PR repair.
Validation:
make check, focused actionlint (excluding unsupportedqueueandvulnerability-alertsschema diagnostics), and event-routing/query probes passed. The manual run passed alert lookup and entered bump; remediation is running.
