This PR is another overhaul of VoloBot.

Unlike the one a couple years ago, the primary focus here is developer experience improvements. I've swapped out the old Makefile for a set of new Taskfiles, and will be using uv for package and venv management.

Of course I've also added some new features and made general improvements. I'll paste my todo list at the bottom but here are a few highlights:

• Full typecheck of the repo using basedpyright (see Full Repo Typecheck #5)
