Fix WCIF v2.2 save payloads

Summary

• always include the competition ID in WCIF PATCH payloads
• preserve the WCIF format version returned by the WCA website when building partial saves
• require formatVersion in the patch helper's TypeScript contract
• add regression coverage for the WCIF v2.2 required fields

Context

The WCA website's October 7 update made ID and formatVersion required for WCIF v2.2 payloads: thewca/worldcubeassociation.org#15907

Delegate Dashboard already included formatVersion in its partial PATCH, but omitted ID. The API consequently rejected every v2.2 save with: The property '#/' did not contain a required property of 'id'.

Verification

• yarn lint (passes with 20 existing warnings)
• yarn test (396 tests pass)
• yarn build
