Update elf from nullkomma 0.1.464 to 0.1.495 and adapt its configuration to the newer R and generated-file interfaces.
The upgrade enables pkgdown branding explicitly, refreshes generated R-development docs and ignore rules, and removes the obsolete CI visibility input. FlakeHub publishing now follows elf's public GitHub visibility, as requested. The brand flake retains its own nullkomma dependency because its configuration still uses an option removed from the latest nullkomma.
Validated with
nix flake check --no-build,nix develop --command r-test, and a build ofchecks.aarch64-darwin.r-pkgdown.
