Set R_PROFILE_USER and R_ENVIRON_USER to /dev/null in both off-nixpkgs package-build paths. R and its subprocesses then ignore user startup files during installation, without filtering source files or changing native-R development and the Nix runtime wrapper. This applies to Git sources and downloaded archives.
The production fix is four added lines. A regression reuses the existing generated native-R fixture in a remote package derivation: its configure subprocess must retain a Nix dependency, ignore project settings, and leave .R/library absent. The regression fails without the fix.
Fixes #259
Validation: targeted package, native-R and Nix runtime checks; tasks all; nix flake check on aarch64-darwin. Linux checks were not run.
