feat: report NuGet inventory through Azure Monitor Logs Ingestion API - #186

Replace HTTP Data Collector as the default path with Logs Ingestion (DefaultAzureCredential, no client secret). Keep workspace/shared-key as a deprecated fallback, reject mixed mode, and require an absolute HTTPS endpoint. Skip upload when a scan has no records so empty inventories still succeed. Add a Direct DCR that maps DPI JSON onto a migrated NuGetReport_CL table (suffixed columns, quoted source). Use a distinct input stream (Custom-NuGetReport) and outputStream Custom-NuGetReport_CL. Document table migrate, Entra app, Monitoring Metrics Publisher on the DCR, and GitHub OIDC for main and develop only (not pull_request), parameterized with $owner/$repo. Gate azure/login and ingestion env to push/workflow_dispatch on main or develop. Stop passing shared-key and stream secrets in CI; an empty stream env no longer overrides the default. Cover settings, reporters, and serialization with xUnit v3, MTP, Verify, and Cake testing fakes. Move pack metadata onto DPI.csproj, keep Cake restore paths absolute, and snapshot Verify files with LF endings.
