Summary

Replace the inline Endpoint/RuleId (and SharedKey fallback) Cake gate with BuildData.ShouldReportDPI().
Drop the Data Collector SharedKey/WorkspaceId report path now that consumers ingest via Logs Ingestion.

Test plan

PR CI stays on analyze (TRUSTED_INGEST false, no Endpoint/RuleId).
After merge to develop/main, trusted builds still report when Endpoint and RuleId secrets are present.
