Replaces the four
ubuntu-latestuses (ci.yml x3, zizmor.yml x1) withubuntu-24.04, which is whatubuntu-latestcurrently resolves to (confirmed from the latest zizmor run log). This avoids a silent OS upgrade when GitHub movesubuntu-latestto a newer Ubuntu release.
