The v0.0.57 release run failed in the Apple xcframework job: libc 0.2.190 limits in6_ifreq to macOS, and netdev (via iroh's netwatch) still uses it on every Apple target, so the aarch64-apple-ios build of netdev no longer compiles. The macOS job passed.

Holds libc at 0.2.189 (>=0.2, <0.2.190, with the reason in Cargo.toml) until netdev ships shellrow/netdev#192 and iroh picks it up. Version stays 0.0.57: no tag was pushed, the draft release is cleaned up by the workflow on rerun.

Verified: cargo check --target aarch64-apple-ios on macvm, clippy + tests on Linux.

libc 0.2.190 limits `in6_ifreq` to macOS, but netdev (via iroh's netwatch)
still uses it on every Apple target, so the v0.0.57 release's Apple
xcframework job failed compiling netdev for aarch64-apple-ios while the
macOS job passed. Hold libc at 0.2.189 until netdev ships
shellrow/netdev#192 and iroh picks it up.

Verified: cargo check for aarch64-apple-ios on macvm, clippy + tests on
Linux.
