Adds a funding.json manifest (schema v1.1.0) for FLOSS/fund.
The file lives at
hugo-site/static/funding.json.static/is mounted at the site root inhugo-site/config.toml, so it will be served athttps://freenet.org/funding.json. A localhugobuild confirmed it lands atpublic/funding.jsonbyte-identical.Only this one file is added; nothing else changes.
Note: the manifest's project entries point at
.well-known/funding-manifest-urlsfiles in freenet/freenet-core and freenet/river. Those files aren't part of this PR.[AI-assisted - Claude]
