What changed in this PR
Syncs the action runtime from gh-aw v0.93.3, extending work-queue delivery verification to account for cleanup of older discussions.
Changes:
- Capture and independently verify discussion-cleanup receipts.
- Update runtime bundles, centralize the closure limit, and add an embedded-module loading test.
- Expand retry, transport-error, and uncovered-effect diagnostics.
