Adds run_test.py, which runs run.py as a subprocess the same way fuzz_task.py does and checks the generated testcases: prefix, executable bit, exit codes, the Python crash signature the stack analyzer keys on, --failing_cases / FAILING_CASES, and --distinct_crashes / DISTINCT_CRASHES.
