The debian-11 image family in debian-cloud no longer resolves (all debian-11 images are DEPRECATED), so instance and template inserts fail with NotFound in the Samples and Acceptance Kokoro jobs.

The sample's default n2-standard-2 machine type has been hitting ZONE_RESOURCE_POOL_EXHAUSTED (stockout) in us-central1-c. Only quickstart_test uses this helper, and GOOGLE_CLOUD_ZONE still overrides it.

The compute-v1 Kokoro Samples and Acceptance jobs fail for any PR that touches the gem (for example #36615). This PR makes two changes:
debian-11image family indebian-cloudno longer resolves because everydebian-11-bullseye-*image is nowDEPRECATED, so inserts fail with NotFound. The quickstart sample and both smoke tests now usedebian-12, the same kind of bump as tests(compute-v1): Update debian version in test source images #27309.us-central1-ctous-central1-ato mitigate frequent stockouts (ZONE_RESOURCE_POOL_EXHAUSTED) of the sample's defaultn2-standard-2inus-central1-c.
