Spine fix: planner installs recipe deps (stage-2 launch scar) - #303

The first dogfooded launch (stage-2, 6ad494b9) died in seconds on 'No module named torch' — the planner emitted a bare python command. Recipes now declare deps (sane byt5 defaults), and the planner boots them via 'pip install -q ... && python ...'. The scar is encoded with its test. Suite 242 green.

The first spine-dogfooded launch caught a real gap: bare python command, no environment setup. Recipes now declare pip deps (byt5 defaults), planner wraps them. Test pins the scar.
