License waivers: owner decisions encoded (research-only / dependency notes) - #304

…orced Owner decisions 2026-10-18 applied: restricted/unlocated sources may ship with dependency/research-only notes, but ONLY via an explicit license_review record (status owner-approved) — the license string is never loosened. Unwaived LicenseRef-* sources now fail schema validation (fail-closed at both the schema and gate layers); the publish guard wraps registry errors as refusals. urd-g2p = research- only note, ara/qcri-wiki = dependency note, urd-dia = dependency note. Registry validates clean: 0 problems, 0 owner-blocked. Suite 243 green.

Implements the five owner decisions from 2026-10-18: waivers are explicit dated records, never license-string edits. Schema fails closed on unwaived restricted sources; publish guard wraps registry errors. Registry now validates 0/0.
