Adds WO56: the project vision as a terminal definition — abstract purpose, five planes with per-task acceptance criteria (A1-A5 formal, B1-B9 learned with per-language SOTA targets, C1-C3 verification, D1-D3 distribution, E1-E3 science), and the standing laws.

No code changes.

Owner-directed 2026-10-20: the abstract purpose (conventions as
computational objects), five planes (formal / learned / verification /
distribution / science), per-task acceptance criteria, and the standing
laws. Each task gets its own WO before execution.
Vocalization is composition, not a sibling task: the skeleton is a
relation over readings; vocalization upgrades it to a function the map
then fires (funcall is this, declared). Decode policy is the selection
layer; single-gold DER undercounts legitimate ambiguity — add
valid-reading-rate.

Abugidas presuppose a reading: RTGS is deterministic over an inferred
layer (inherent vowels, epenthesis, computed tone). Doctrine:
lexicon-first (hit-rate as first-class metric), model fallback for
novel tokens, rule composite; RTGS / IPA / IPA+tone tracked as
separate targets. Applied to B1/B3/B6/B7.
