fix(WO79): clean the truncated-multibyte fas fixture row - #328

Row 5's output was cut mid-character at the decode cap and frozen with a U+FFFD — an environment-sensitive corruption artifact (the CI py runtime resolved the tail differently than the generator). Fixtures must be clean Unicode; the row is removed rather than frozen broken.

Fixture row 5 output was frozen with a trailing U+FFFD (output cut mid-character at the decode cap during generation) -- an environment-sensitive corruption that the C1 matrix caught as a 1/12 flip in CI. Dropped from the fixture set; the remaining 11 rows are clean and stable.
