feat(WO73/C3): BudgetGate (declared size budgets enforced) - #331

The registry runs every registered gate; budgets compares the index entry's declared perf.size_mb against the artifact's actual size and blocks on violation. Latency budgets ride the fixture decode in CI as the documented follow-up.

C3 first slice: a budgets gate in the registry -- a declared perf.size_mb that the artifact exceeds blocks like any gate failure; nothing declared, nothing enforced. 143 tests green including the new gate tests and the updated registry e2e. Latency budgets (measured on the fixture decode in CI) are the documented follow-up slice.
