B6 lexicon phase: the ORST (Royal Institute) vocabulary transliterated through pythainlp royalin -- 28,644 clean word->phonemic pairs (3,225 held out), 6,291 engine-corrupt rows (syllable-repetition bug on certain clusters) filtered and documented. Pinned rows+sha256, bucket-staged with size verification.

Layer honesty: royin emits phonemic+tones, NOT RTGS; the RTGS layer requires encoding bgnpcgn-tha (an A1-identified BGN/PCGN gap system) then the rule composite per the doctrine.
