urd-diac-base-1.0 gets the first perf.decode_ms_per_row: 6000 ms/row, measured 4158 median on HF cpu-basic (tools/bench_decode.py, index-resolved artifact, frozen fixtures, 12 rows × 3 repeats). Environment declared per the C2 anchor law. BudgetGate now has a real number to enforce — regressions in decode cost become release failures.

…@ 6000 ms/row (cpu-basic)

Measured, never assumed: run-081-bench-decode-2 median 4158 ms/row
(12 frozen-fixture rows x 3 repeats, index-resolved artifact);
budget = measured + ~45% headroom. Environment declared per the C2
anchor law.
