feat(WO87): final MECE target taxonomy — 29 evidence-backed renames - #362

The four-tag taxonomy (vocalized/ipa/phonemic/latn) is mutually exclusive by output inventory and collectively exhaustive over the zoo; every rename is evidence-backed (target-documentation.json). models.yaml carries the authoritative old->new renames map; old ids alias at the next index tag (zero breakage). README ready-table and the generated catalogue follow.

The naming layer is now final: four MECE target tags (vocalized / ipa / phonemic / latn), name shape
{lang}-{target}[-{tier}]-{version}, 29 renames applied zoo-wide with the full old→new map in models.yaml. Old ids alias at the next index tag — zero breakage. README, catalogue, and the taxonomy doc all consistent. Every rename cites its decode evidence (target-documentation.json).
