Summary
Records the DIN 31635:2011-07 Arabic map (maps PR #223, 59 tests) in WO91 with the rule-architecture notes: sukun-strip-first ordering, shadda mark-order swaps, the long-vowel merge rules consuming the lengthening alif (and the taa-marbuta lookbehind therefore accepting the merged a-macron), the doubled shadda form of the sun-letter article, and the vocalization-dependent readings documented as the composition point for a vocalization model. The norm's Persian, Kurdish and Urdu sections remain as separate maps; the Ottoman-Turkish section is references-only.
