Summary

• WO68: with SEAlang / Chuon Nath IPA not findable, the license-clear expansion paths are identified and attempt 1 launched — run-082-khm-wikt-expansion extracts word->IPA and word->romanization pairs from the CC BY-SA kaikki.org Khmer dump (the tha-lexicon-kaikki-1.0 precedent). Attempt 2 (self-training: khm-phonemic-1.0 labeling the 72k license-clear SBBIC words with confidence filtering) is designed. These paths make CER < 15 reachable without the unfindable licenses.
• WO64: the bucket archaeology concluded — the 78 timestamped dirs hold only script copies; the WO35 arm checkpoints are unrecoverable. Two owner-visible options recorded: (A) restage the two shipped arms and re-derive run-047/best from its recipe, or (B) substitute the stage-2 init and re-baseline the gate.
